Start a nonbillable owner setup operation

/v1/plugins/:plugin_id/nodes/:node_id/setup-operations

Accept an exact action, ordinary values, operation ID and configuration/credential/action revision and schema fences. The provider durably reserves intent before work and continues independently of browser disconnect. A lost response requires observing the same ID, not starting a replacement. Does not enable a node or approve spending. Requires owner authority or plugins:manage, plus plugins:approve when the installed action declares requiresApproval.
