Review an exact retained plugin proposal

/v1/plugins/:plugin_id/nodes/:node_id/proposals/:proposal_id

Resolve the provider-owned opaque proposal ID and required immutable proposal_digest for the exact installed plugin/node. Returns bounded plain-text review facts, expiry and observation time; canonical executable input, approval material and credentials remain in the provider. Requires owner authority or plugins:read. A missing or changed reference is refused; this observation grants no execution authority.
