Resume an accepted owner setup operation

/v1/plugins/:plugin_id/nodes/:node_id/setup-operations/:operation_id/resume

Explicitly resume the original retained nonbillable intent by operation ID. No replacement input, new approval or automatic provider-create retry is accepted. Current prerequisites are revalidated. Requires owner authority or plugins:manage, plus plugins:approve when either the retained or current action requires approval access.
