Explicitly resume interrupted owner approval

/v1/plugins/:plugin_id/nodes/:node_id/proposal-operations/:operation_id/resume

Requires current plugins:approve authority. The provider may recover interrupted approval under the same retained intent after fresh policy checks, retaining the original signing identity and auditing the current operator. Submitted execution is never automatically replayed; an uncertain dispatch remains observable. The request accepts no replacement proposal or credentials.
