Read local plugin attachment endpoints

GET 
/v1/plugins/host-network

Return actual bound control/data TCP listeners and local peer identity for plugin-owned secure attachment. Includes the required data transport and a non-routing namespace comparison digest; never namespace secrets. Requires plugins:read or direct owner authority. Does not connect, reconfigure or restart the host. Unavailable listeners return 503.
