List this node's extension-served capabilities

/v1/capabilities

Return the self-describing capability descriptors served by this node's provider extensions (fabric-citizenship). Each descriptor carries the capability id, semantic version, human/LLM-readable description, JSON Schemas for input and output, the call's I/O mode, and a content revision digest. This is the heavy half of capability discovery; the light half is the capability tag gossiped on the telemetry plane (surfaced per node as nodeCapabilities in GET /state). Pass the node_id query parameter to describe a reachable peer instead of this node (an empty list when the peer is unreachable). An empty list otherwise means no provider extension is installed or all installed providers are unready. Providers with a readiness facet are filtered at discovery.
