List active store downloads

GET 
/store/downloads

List downloads being managed by the shared model store: pending, in-progress, and failed. Failed entries stay listed with an actionable error explanation (for example how to authenticate for a gated Hugging Face repository) until a retry replaces them; cancelled downloads are not listed.
