Configure the host's catalog source

Direct localhost/Tailscale owner administration only: set the HTTPS catalog directory, document basename and the publishers trusted for discovery at expected_revision, optionally provisioning a write-only bearer. Omitted fields retain configured values; initial setup requires the directory and trust. Existing revocations remain in force; moving the catalog requires supplying its credential again. Nothing is fetched or installed. A refused change answers 409 naming the cause, such as a stale expected_revision or an expired or older trust.
