Approve and execute an exact reviewed plugin proposal

/v1/plugins/:plugin_id/nodes/:node_id/proposals/:proposal_id/approve

Distinct owner action requiring plugins:approve, independent of plugins:manage. Accepts only the complete retained reference, provider review revision and durable operation ID. The provider revalidates current terms and retains approval/dispatch progress. Repeated requests observe the same action; reconnect never replays an uncertain submission. Signing credentials and proof remain in the provider.
